Van Cleef was contracted by the County of Monmouth to provide design services for the replacement of Bridge S-14 carrying County Route 50 (Swimming River Road) over Swimming River. The structure was originally constructed in 1962 and is classified as ‘Structurally Deficient’ due to low inventory ratings. The bridge is situated along a horizontal curve and has a superelevated cross slope. The roadway profile has a substandard sag vertical curve. The stilling basin for the Swimming River Reservoir Dam is immediately upstream (west) of the bridge and roadway.

The proposed design includes a 40’ wide roadway approach and bridge section, an increase in the roadway profile to improve the substandard vertical geometry, superelevated cross section, permanent roadside sheeting to support the new elevated roadway, new abutments and wing walls, new sidewalks and parapets, new guide rail, drainage improvements, full depth pavement reconstruction, relocation of a variety of utilities (including a 20” steel gas main), geotechnical foundation design, signing and striping design, comprehensive construction staging (no detours), as well as and right-of-way acquisitions, inc luding Green Acres coordination.

The project requires a several environmental technical studies, as well as the acquisition of an Individual Waterfront Development (Waterward & Landward) Permit, a GP10B Wetlands Permit, and a Water Quality Certificate from the NJDEP. The project is designed in accordance with Monmouth County, NJDOT, and AASHTO design standards.
