Van Cleef performed a comprehensive assessment of the Township of Ocean Sewerage Authority’s 7.5 MGD PurOx activated sludge wastewater treatment plant. The project included field investigations, condition assessments, and reviews of plant operations, all leading to updates to the Authority’s Asset
Management Plan (AMP) and Capital Improvement Plan (CIP).
Each unit process was inspected and rated/ranked with regard to both condition and criticality. All recommended improvements were then also sorted by discipline—structural, mechanical, electrical, HVAC, and architectural—and incorporated into 1-, 5-, and 10-year CIP schedules. Improvements in each time horizon were then logically aggregated into appropriate Capital Projects, and funding options were identified for each. The recommended Capital Projects each carefully considered economies of scale, disciplines involved, condition rating and criticality from the AMP, Authority input and the treatment process. Further consideration was given to construction logistics, maintenance of plant operations, and the optimization of Contractor, Subcontractor, and Supplier procurement practices to yield the most cost-effective project possible. The updated AMP and CIP provide a prioritized roadmap for an infrastructure investment and funding strategy that supports sustainable long-term plant performance
