Van Cleef performed concept development, prepared CED and 4(f) document, and prepared preliminary and final design for $6 million reconstruction, realignment and widening of 0.9 miles of roadway through the Musconetcong Gorge Nature Preserve, partially within Special Water Resource Protection Area of the Musconetcong River. Project included horizontal and vertical realignment, superelevation, widening to 40’, guide rail, 1,750 LF of retaining walls, stormwater collection system, stormwater management designed to meet NJDEP Stormwater Management Regulations, off-site riparian zone mitigation, and right of way documents. Project included bioretention basin, manufactured treatment device, bypass structures to control flow to existing cross drains, and underground detention basin to meet NJDEP Stormwater Management requirements. Obtained NJDEP Freshwater Wetland and Flood Hazard Area permits. Prepared alternatives analysis, Categorical Exclusion Documentation (CED), Section 4(f) for Parkland, Minor Disposal of Parkland for Pre-Application and Final Application submittals, including environmental impacts report, property acquisition mapping in accordance with Green Acres requirements, tree evaluation report and compensation proposal. Project also included 0.4 miles of mill and overlay and intersection realignment.​

Project included topographic survey; cultural resource, hazardous waste and environmental studies for CED; alternatives analysis; roadway and retaining wall design; geotechnical studies; pavement design; obtaining NJDEP Flood Hazard Area and Freshwater Wetlands permits; detour plan; coordination with Township Officials; Green Acres applications, public hearings, tree evaluation report and property acquisition mapping; preparation of cost and quantity estimates; specifications; coordination with utilities; easement acquisition documents; and addressing contractor’s RFIs.
