Van Cleef was contracted by Camden County to provide design services for roadway improvements of Mays Landing Road, from Route 73/AC Expressway Ramp to County Border in Winslow Township. Per the project’s scope, the project design had to adhere to all federal design guidelines and requirements in order for the contract documents to be “shovel ready” and submitted for federal funding should “quick obligation” funds or Federal Infrastructure Investment and Jobs Act (IIJA) funds become available to Camden County.

The design process aimed to increase safety, improve the condition of the road, satisfy standards for sign reflectivity, and enhance pavement markings and line striping. This entailed gathering data from pre-design pavement and subsoil investigations to determine recommendations for the pavement, cleaning and jetting the current stormwater pipe networks, conducting video inspections of existing RCP and DIP to identify pipes that needed to be upgraded, repaired, or replaced, and assessing drainage conditions and grading along the gutter line to ensure proper surface drainage. The roadway improvements involved full depth pavement reconstruction, full depth reclamation, re-grading to eliminate roadway ponding and flooding, milling and pavement overlay, cleaning of drainage pipes and drainage structures, replacement of inlet grates with bicycle and eco-friendly grates, as well as signage and striping upgrades to meet current MUTCD requirements.

The scope of work included obtaining all required local municipal, local agency, State Agency, and Federal Agency approvals and permits to install the proposed roadway improvements. Project elements included topographic surveys, wetlands delineation, horizontal and vertical geometric design, grading design, drainage design, signing and striping design, traffic control and staging, coordination with utility companies to determine the depth and condition of the utility, and public outreach.
