Through the Monmouth County On-Call Contract, Van Cleef provided planning and engineering design services to prepare Concept, Preliminary, and Final Construction Plans for the milling, resurfacing, and reconstruction of the parking lots at the Monmouth County Courthouse. This scope also involved the evaluation of vehicle and pedestrian circulation, pavement grading, surface drainage, sidewalks, curbs, and accessibility accommodations within the parking lots, as well as the surrounding perimeter areas. Our team identified the areas within the Courthouse parking lots proposed to be resurfaced, along with an identification of areas where modifications to the sidewalks, curbs, curb ramps, drainage, and parking lot aisles will be modified to improvement pedestrian circulation and provide ADA accessibility accommodations.
The work included a comprehensive review of the sidewalk system throughout the parking lots, as well as along the building frontages at various access locations, and along Court Street, Quinn Boulevard, and Monument Street. Pavement cores were performed and analyzed at numerous locations to evaluate the depth of the existing parking lot asphalt, in order to determine the need of milling/overlay vs. full depth reconstruction throughout the various lots. This project was broken into three (3) overall construction phases to accommodate the staging needs of the courthouse facility.
